Report a translation problem
There's parts of the game where you cannot manually save. Like some parts of quests, some areas where stuff might be happening. Or maybe a bug, which I'm sure is going to get fixed.
From what I’ve read on newer posts, it seems that steam is having issues with save files becoming lost in their servers with inaccurate file names, or duplicate names, or incorrect time and date stamps.
Some manual fixes seem to work if you go into your save game files and adjust time and date stamps, or if you save your old file to your desktop, then delete the old save game file, and then restart the game and then that then seems to fix the synching issue by “tricking” the Steam server into downloading the latest—and correct—game file.
