Texture Graphics low, medium and high are the same??

Anyone know why texture quality for Low, Medium and High are the literal same? I have to use Ultra with 20 FPS to have any normal detailing in the game? Id really prefer the graphics to look a little worse on high but it literally goes from amazing quality to PS1 quality.. any ideas or is it a bug?

GPU: GTX 960
CPU: AMD FX-6300
RAM: 16.0GB Dual-Channel DDR3

There is virtually no difference between texture settings because the lighting (and probably several other graphics settings) is borked. I'm struggling to remove the awful ugly fake fog effect and bluish/greenish tint.

Probably auto-limiting to fit your card's limitations. I believe Total War Rome 2 did something similar.

I think the streaming is better on ultra, high and below take a while to load sometimes.

have any cash at all ive got a 2080 collecting dust wont make this play perfect but a hell of a lot better

dude i looked up your board make sure to disable the onboard graphics option
