SO I FOUND THE SOLUTION ON REDDIT. UPDATE NVIDIA DRIVERS MANUALLY DIRECT FROM WEBSITE, THIS FIXED IT!!

This a bug report and we should all consolidate here so the volume will grab the dev's notice. Also, please keep the focus on Windows. Some people added the Steamdeck and the PS5, both of which do not experience this specific issue.
Crash reports are usually in C:\Users\%USER%\AppData\Local\Hogwarts Legacy\Saved\Crashes.
Updating my nvidia driver from the website was literally the first thing I tried before many many other attempts at different solutions.
Wow... After 3 days of this, this was actually the ONLY thing out of anything that worked!!! For now anyway.. lol
