Can we learn Dark magic even if we dont go to house slytherin?

Yes you can.
As far as I know you at least learn Crucio by befriending the Slytherin Companion. But you can do that, no matter in which house you are.

slyterin is not an exclusively evil house. like merlin was a slytherin and he wasnt evil. and lockhart was a ravenclaw and he obviously was. slytherins characteristics are cunning and ambitious not evil.

i know that but the guy "teaching it" is in slytherin afaik.

and poppy sweeting seems to be the influence in raising the creatures but that doesnt mean its exclusive to people who play a hufflepuff.

slytherin is not an evil house just because some bad guys came from there in harry potter ;)
