you are missing some files , that you will get on release day and time
and what does this have to do with no disk usage regardless of it going to the game folder or not?

because disk usage is only when it actually "install" a game, like it does with released games.
Steam download games in a compressed state that have to be decompressed (thats why download sizes are smaller than the actual game files)
But since it's a preload, it only have the decrypted/compressed files, so it doesn't use any disk usage.
it's not unpacking anything.
Preload files goes into: steamapps\depotcache folder.
