Entire gunship pilots or command posts being mindcontrolled throws a spanner in the works of a lot of best laid plans.
To be fair if Harry had any real intelligence he would have teleported to the USA, picked up 30+ guns from a supermarket, teleported back and before the bad guys could get to "avada ke..." he and Ron could have shot the vast majority of them.

Being serious for a moment, not so. We see in the films that competent wizards can cast many spells without incantation. The casting is effectively instantaneous. All it takes is for one wizard to be able to cast Bombarda on a gun's loaded cartridge without incantation and the gun is not only useless, it's a danger to the wielder.
