Well Lockhart used it with the intent to capture a pixie. But it had zero effect. So if I had to hazard a guess? It does nothing. Lockhart probably forgot what the actual spell was.

Sooo ye, probably some kind of capture / repel spell, maybe summon a cage around the target or maybe push them away with suddenly appearing steelbars flying towards the target?
