Elves would make pacts with a Wizard because they wanted to. For their own personal reasons, whether it was the wealth of the family, or because they were drawn to them personally, or other material reasons.
Usually it's a bond between a Wizard and the Elf themselves. They remain indentured to the family for centuries, because they can live hundreds of years. And not all of them were "slaves" and "butlers." Some were just friends or employed with payment.
It wasn't until the movies and books that they seemed like slaves and were mistreated, and usually due to long service and ♥♥♥♥♥♥ grandkids of the original contractor. So, an ancestor becomes friends with an Elf, and their great-great-great grandkids are a-holes and treat them poorly. Such was the case of the Malfoys.
However, not every House Elf is treated poorly. And some remain lifelong friends with a Wizarding family and their entire line of descendants. The movies really did not do them justice.
Dumbledore was born in August of 1881. Hogwarts Legacy takes place in 1889. So Dumbledore would be about eight or nine years old (depending on the months.)
The entry level age for Hogwarts during the Harry Potter books and movies was 11.
Though, it possible that the age was different back in the 1800s, and also because Albus was extremely gifted, even as a child, that he would be admitted to the school early.
If he is in the game, he's going to be a massive easter egg they wouldn't show in trailers.
Not much is known about Dobby sadly. He's not that old, probably less than 50 - 60 during the events of the book.
Other than after he was freed he roamed around doing odd jobs and fixing things, and worked in Hogwarts doing janitorial chores.
If he is an easter egg I bet it will be something like him visiting hogwarts with his parents to tour the faculties and then in a later expansion we will see him join the school as a first year student while we are in our 3rd or 4th year.
Hopfully, Creature is in it, and he's as much of an a-hole as he was in the movies.
