Need to know about Hard flexibility means much cooldown for spells?
Not sure it'll have a gameplay effect (though it'll be quite cool if it does!). Lore-wise, it means the wand-and-owner pair are a bit less adaptable and willing to change. It doesn't override other traits of the wand entirely, though, just contributes to the overall pairing.
