Yes, normally they launched in UK at 6pm. I'm from Portugal and normally all the games are launched at that time. So since there are not oficial answers, I will consider that time.

Can this be confirmed on steam? I also bought the delux and in the description it said 7th but in the library it showes as 10th.
Deluxe has 3 day early access.
Steam never shows the EA period it will always show the actual release date. Your fine though when it unlocks for EA you will be able to DL it. Mine shows the 10th also but I bought Deluxe edition as Ive did with other games it will always show the actual not early release date. As for the time I highly doubt this is going to be a midnight release time I would wager 10am PST on the 7th.
So you know the answer, if you have ever bought games on steam.
D-Minus 7.5 for Deluxe.
D-Minus 10.5 for everyone else.

I guess that would be Pacific Standard Time. The maintenance schedule for steam is based on loads and trying to have people in the office in California. So they try to balance with people being present when they do things.
Not sure if releases follow that rule though.
