Also, the only HP game that actually came close to having full Quidditch has been the dedicated game, and even that was greatly simplified. It would be a huge undertaking to actually make Quidditch a playable game mode in HL without dumbing it down significantly like it was in other HP games, both from a programming and art perspective.
Being a single player game where the player is supposed to be free to play who they want, there would have to be gameplay systems for each position, competent AI for each position, and a lot of animations specific to Quidditch for it to be done properly.
if I remember right in book 3 Harry had to wait to catch the snitch because the team needed more points to win the cup.
I'm certain that they had a proto-type up and running but couldn't finish it with what they wanted, and instead decided to leave it out and have it as a future DLC. they COULD of released a simpler version, something akin to Blitzball in Final Fantasy X but wanted something more grand and ambitious.
Tournaments, good AI with dynamic relations to other teams, transfer players, etc. basically the FIFA game, having leagues and being able to create your own team, start from the bottom and work your wait to the top, getting sponsors, etc (without the loot-box gambling BS) ...... so 2 games in 1.
that's what I think in the end and I hope they release it as a DLC.
From a game dev perspective it needs balancing....

We can count on there being some DLC since game sold like hot cakes.
Ps: I wish they kept in the Chamber of Secrets.

I think they wanted to, but they knew if they added quidditch, it had to be done correct. This way, if anything, they'd be able to release a polished, intuitive system. Here's to hoping
