There's no Harry Potter in this game.
Factor in the many people, that use VR headsets, that would not work well with modern VR games
Basically, it would be sucide economically to make a large AAA VR game, unless it was to promote another things, like.. a headset (like Valve did with HL:A) The game was free, when you bought the expenssive HS.
Making it VR capable, will not do much, it will be a lackluster experience for the VR user.
The things I stated are fact, that a tiny tiny minority wants it to be something else, that would not be economical feasable does not make a difference

Everybody knows that HL:A was free if you bought Valve´s VR headset, so that is rather easy to look up. While some think VR will be the next big thing, I don´t think so in its current form, infact I predict that MR will take over instead and that phones will be the biggest attachments for it (maybe watches as well)
They have so many other applications and usages, not just themeparked games (something that was never intended with VR, it was actually intended to be a free space, where people could create whatever they wanted, a VR secound life)
Steam hardware survey is automatic and done monthly for anyone that logs into steam.
And whatever ratio of people you want to pretend is digging into the settings to opt out of it isn't any more likely to have a specific type of hardware than any other so the % would be about the same anyway.
