So if you're talking pay-to-play ships (not the free ships), I'd avoid the Exloration Cruiser Retrofit (the Galaxy class). The Dreadnought is also maybe not worth it, but I'd get that before the Galaxy. The Sovereign Refit looks far better if you want a TNG cruiser.
Back in the day, DPS was king. Basically any Escort or Tactical-biased ship is probably a better buy than any equivalent ship.
1) The Tactical Escort Retrofit (Defiant-class with Cloak). Mainly, I got this because I like Deep Space 9. I think it's outshined by many newer Escorts, but it's still a tough little bird that can dish a lot of damage. Certainly, the newer Romulan Warbirds are probably sexier & better. Comparing the Defiant Retrofit to the Mogai-class Warbird Retrofit... 30K hull (Defiant) versus 33K (Mogai), Cloak console versus native Battle Cloak, a Universal BOff slot in the Mogai versus all fixed BOff slots in the Defiant. The Defiant out-turns it, though (turn rate of 17 versus 14 for the Mogai). Same inertia & impulse rating. I know what I'd buy, looking at those. The only thing is that the Mogai isn't a Federation design.
2) The Atrox-class Cat Carrier. It reminded me of Covenant ships in Halo, and it was the first Federation Carrier. IMO, Carriers are their own brand of greatness, and the Cat Carrier is a fine thing. The biggest problem is that it isn't a regular Star Trek design, and it's slow. Of course, it you consider things like the Galaxy-class or the Sovereign-class, then the Atrox is pretty normal in terms of moving around.
Dollar for Dollar, for all you get, the Steam Pack is a bargain.
