how to fill empty spaces

I am a commander new heavy cruser now I have 3 emty spaces?? I have tryed to add crew members it keeps saying it is full what gives I am not full!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
