As for how you redeem with a steam-linked account: You will need to create an arc account, then link it to your steam account. It can be a bit tricky as you need to ask support just-right to get them to do it. Search on the discussions here for some tips on how to get it done.

I wouldn't redeem your promo code until you get the accounts linked.
