TFO is Task Force Operations that are PVE mission. Don't have to do them if you don't want to. I've been playing along time on and off and i hardly do them. Still funny people recommend DPS builds still.
...as mentioned, simply being at max level is a milestone, not a goal.
Ten years ago I reached whatever max level and so on. Then upgraded everything until I quit getting destroyed in battle. Then bought a lifer so that the game becomes self supporting with a small income of zen each month no cash needed.
I log in several times a week, maybe aseveral times a month or even a few times a year or two. Its has no end. No bottom no finished everything. Its endless on purposes.

i came back about 2 weeks ago, not even. i restarted a toon because i couldn't remember any of the mechanics. im playing casually but am really enjoying the story lines, not at all like i remember it. it was pretty quick for me to get to fleet admiral.
I'll explain.
