2. As said above, yes, you should be able to use the same account.
3a. "Force Verify" means that the launcher will do a scan of all your game files and make sure they match the ones on the server. It's used to check if any of your files are missing or broken. It serves the same sort of function as "verify integrity of game cache" on Steam. Keep in mind that using Steam's verify function on games with their own patcher will generally cause you to download the entire game again (due to a mismatch with the files on the Steam server), so make sure to use the launcher's service if you think some of your files may be missing or corrupt.
3b. I don't know. It sounds like it might be used to change the way your packets are routing in the event of a connection issue with your area and/or ISP, but that's just a guess based on the name.

Dont worry about 3b unless you use a proxy server to connect to the internet. If you do, then enter the proxy server info in that option menu box if STO doesn't work.
