Correct. For the Dyson Researcher Outfit you need Fleet Spire Tier 3 and construction project "Contract Specialty Tailor" completed. And naturally dilithium and fleet credits to actually buy the outfit from the tailer (15000 fleet credits and 8000 dilithium IIRC)

U just need the spire to be high enough in tier to have taylor services.When u interact with the tailor a "Store" option will appear.Same for Klingon taylor on SB you have access to a Variations of Bortasq uniforms.
