Inconsistent experience gain in Agents of Yesterday.

T.O.S. Federation is my favorite faction, and I have played it many times. But I have noticed that some of my characters level up faster than others. Most gain one level per mission, as is normal. But some gain two levels after Return to Babel, jumping straight from level 7 to level 9. Despite at least a dozen playthroughs over the years I still can't figure out what causes it. Does anyone know what causes this discrepancy?

It's a kit bash. There are a few of them. Instead of being spread out like before, they put them all thematically together as they've been out so long it's not really a B plot running narrative in the background coinciding with the main story sort of thing anymore.
