since the last patch/maintenance I have extreme lags lags (mostly lasting 3 minutes after loading - anything)
it works well for me so, it must be something local on your end.
sto is using bits to re dl stuff thats missing or broken imo. unless you dl everything and then allow it to dl ingame via a setting in the launcher.
having said that, the ingame netgraph 1 command will show you stuff thats outside of sto too.
such as:
Windows updates-those are automatic and in background via bits .
even if you turn off updates it will dl em irregardless but wait for you to approve installing em.
various other updates such as browsers, drivers .
whatever you left to dl in the background essentially with or without your knowledge.
if you got automated maintenance of some kind then that too.
win is notoriously bad at determining when the pc is not busy.

in one case i had tons of downstream traffic . stopped windows updates temporarily and lo and behold it was that.
MS is really not in the know when where what we want as gamers.
i am using windows 8.1. i have set windows update to manual. the game works in windows 8.1. though i have to start it with the console the first time, though that is not specific to windows 8.1. that is an issue i also experience in windows 10.
i was kinda reacting to Arac.
but your console thing intrigues me, since i might use linux sooner or later(steamdeck?)
what are you doing there to get it to run?
nothing. i just start it with the -console. it performs a lot of checks that is normally skipped. only issue is that the game uses more ram. though you can also close the console in order to close the game. it actually helped a linux user that had issues.

not at my "end" i would say - any other online game runs just fine without lags or anything. Only STO has rubberbanding or extreme bad connectivity such as "server not responding" or even disconnects
star trek online is very sensitive. it might disconnect even if you are running a slow download in the background. it requires an almost exclusive connection.

Watching a stream yes... O_O wtf!
i am not sure about that but, any download can disrupt the game.

not when your connection is pretty stable
if steam is updating a game, the game fails to authenticate.
