For Klingons, people seem to rave about the Honor Guard set.
I've heard the Counter-Command is good
I personally am old school so I am getting Omega ground sets (AFTER I get the Universal Console Assimilitated Console + Kinetic Cutting Beam) on all my characters...BUT as soon as each of my characters reaches level 60 I am going for the Romulan Imperial Navy set that you get from the mission Uneasy Allies (I think). I heard that set is nice.
For weapon, anything that compliments your set, or just have someone craft the TR116 (the really good ground weapon you can craft at level 15 R&D Ground).

I really should try some of the new sets myself. I run maco/adapted maco/khg on my characters for ground and havent really tried anything else yet. My klingon got his through the rep, but my two feds had to get lucky drops to get thier sets and then I picked up adapted after in the rep store.
You can slot the set items as a rep. project ?
Very very good against enemies that use machines.
Plus if your enemy is exposed your secondary attack gives you an orbital strike.
