"NOTE: If you registered for a new account after January 1, 2012 you already have a Perfect World account! If you do not have a second, older Cryptic account, then no linking is required and you can use your account to play Neverwinter, Star Trek Online, and Champions Online."
If you've lost the original login then you have lost the account. I am not aware of PWI/Cryptic deleting dormant accounts, but that could be another explanation.
EDIT: This also applies if you had already linked the accounts, if you lost the PWI login then you lost the whole account. Let this be a lesson to backup and record important stuff like this in the future.

You've forgotten that PW account's credentials and when you contacted Support, they tell you to make a new PW account. You did and that's why you have nothing. The new account has inherited nothing from your Cryptic account.

Hopefully you used actual email addresses to create/register all the accounts. Verify that you have access to your Cryptic (you do, since you can log in/etc) and PW accounts. Login to the STO website with the PW accounts... one of them will show your redeemed keys (collector's edition/etc)... that's the one that's properly linked.
