Idk why they state that. Level 65 is the level cap for everyone.
There are some pretty expensive packs in the C-store (STO's microtransaction store - although I'm not sure spending a couple hundred $ on one pack can really be considered a "microtransaction"). It's possible to play STO through endgame with any T6 and there will be an event starting soon that will award an accountwide ship for free. You won't have the same performance as someone who's spend thousands (on an old MMO nonetheless), but depending on what you want to do that's perfectly fine.
There's no more levels after level 65 regardless if you pay for something or not.
To play well you just have to do some research on the game's mechanics and on how the DPS system works. There's EXTENSIVE guides on the internet to help you with that.
There are those that MUST have the latest ship the game puts out, those that will BUY a gazillion lock box keys just to get a unique item, those that play space barbie and buy every uniform set in the store and on and on and on. So yeah, maybe they did spend $1000's of dollars, BUT THEY DIDN'T NEED TO.
I played it for a year with a mando sub when it first came out, but since it went F2p I've spent a wopping $10 on the game and that was to buy the Klingon classic series uniform for my Klingon crew.
I've got 4 level 65's and a couple of 30's I play off and on. ALL content in game is free and there's more content being put out yearly continuing the story long past when you hit 65.
The free from lvl 1 to 65 is just there to conform with how other games list their's. In truth it's just plain Free to Play.
As to how fast; really depends on your playing time. Play 20 hours a day and it probably will take you just a couple of days. Play 2 to 3 hours a day and it will take longer.
Also just hitting 65 on one character really isn't how they want you to play anyway. Each faction / race has it's own unique storyline before it connects into the Main quest line (current Federation) so playing each of them is the way to go so that'll add to your play time enjoyment time.
The thing is just hitting 65 isn't the end of the game as you should max out on your level 3 or 4 'seasons' before the current last bit of content.
For a FREE game there's a LOT to do and unless you plan on playing Pvp really very little reason to sub / spend money unless you want to.
No, the Steam listing is simply wrong.
As with a lot of the mmo's on steam, steam will download what files they have which will always include the launcher files. Than once you get logged in via the launcher, the games launcher will start downloading ALL the updated files.
You should be looking at a longish download before you get to play.
You can be sure that once cryptic want to see level 70 for characters and the latest big expansion content along with it, everyone will be going up to level 70 and the latest big storyline in that expac.
end game is a completely different kettle of fish from the levelling experience though, although i don't know why you'd put fish into a kettle, but there you go. :P
In any event F2P'ers have full access to end game as well.
You just need to learn the game and u can do that either with pelnty of sites around the internet (sto academy, for example) or trough the great community of ppl that plays the game and is willing to help.
