Version 1 (uni called it fleet version which I find confusing) is the same ship you flew in the mission. You CANNOT upgrade this ship to Tier 5U, so I would HIGHLY suggest you DO NOT get this ship. It's a waste of fleet modules, seriously you are gonna hate yourself once you figure this out and what it means (no extra console, no mastery levels and no scaling HP).
Version 2 (the advanced version) is from the lobi store. This one you either buy there for 800 lobi and then upgrade it (for free) or you buy it from the exchange.
Point being, if you want an endgame capable ship and it has to be this one, get the advanced version. Yes, it costs a lot more but its better to begin with and comes with an upgrade option that the lower version lacks.
It can do mostly engineering and some sci support support but that's pretty much it.
-playing a focus on tactical is a no-go
terrible maneuverability (srsly it's one of the worst bricks in the game), only 6 weapon slots, lack of tac consoles (yeah 3 at 5u but still only with 6 weapons), and you can't slot tac skills over lt. thanks to the seating.
-sci is also rather bad
while it does have a fancy lt.cmdr. and some universals but it only has 3 sci consoles which won't bring you very far. Also again it turns like a whale, most sci skills have a foward arc and require some degree of maneuverability, which it dosen't have
If you're looking for awesome carriers go for the tholian recluse, jem'hadar dread or xindi aquatic dread or the breen carrier which we will probably see december again.
I haven't had any issue with the Breen pets, they work just as well as any other hanger pet, other then they try to ram the target when their HP falls under half, and they don't even have the skill to do so.
Hmm, don't have that issue myself (advanced raiders).
Haven't seen them get stuck, I've only got the basic ones, they do move slowly, and ignore commands occasionally, but all hangers do those, as for stopping completely? haven't seen that happen yet, and I use them extensively with my newest character.
Sorry to burst your bubble, but the only 2 carriers ingame I don't have, are the KDF's Kar'fei(probabily butchered that one) and the Jem'Hadar one. Don't have the Karfei as I don't play KDF anymore, and the Jem'hadar one is too expensive to bother with, as it needs you to own the attack ship as well.
I've never once had an issue with the Recluse, Atrox(no frigate sized pets), Scimitar(only half a carrier but it does have frigates), Vo'quiv, I could name them all, been playing carriers for years, started my KDF way back in the day for the sole reason that the federation didn't have one. I've got the elite pets for most of them, stopped playing my KDF years ago, so I don't have theirs, and yes, they don't just teleport into your hanger, they have to fly to you, take position and then enter. The longest time I've seen taken was with the Breen Fighters, who seem to try and enter in perfect formation. The Breen Frigates fly towards you and enter as they touch you, yea, they're slow, they don't ahve any movement skills, and if you watch the breen NPC ships of the same kind, you'll see they move the same way.
Also no hanger pet keeps up with the player ship, they never have, if you want them to come back faster, you gotta slow down, you know, common sence stuff.
I suppose thinking about it now, I have seen pets get stuck and refuse to do anything at all, Azure Nebula used to do that to them, but that was fixed shortly after the romulan reputation was introduced. But the breen pets and carrier didn't exist then.
One last thought, you can at least bring them back to the hanger now, if you've been playing as long as I have you'll remember back when you couldn't pull them into the hanger at all, or replace alive pets, meaning you had to wait for them to slowboat accross arenas(borg red alert was over long before they reached the capital ship), or in the romulan queued events where they used to just go do their own thing regardless of your commands.
