Here's what I would do:
1. Buy the C-Store bundle if you really need to have everything for it. Also, you will get a reduction on the costs for fleet versions of the regular and X Galaxy. The saucer sep comes with the galaxy retrofit, antimatter spread comes with the refit (you can ditch those ships after you took of the equipment you need). Equipping the Antimatter Spread and Saucer Sep together gives a nice little set bonus on all of those.
2. Look into getting the Fleet versions of these ships, assuming your fleet as a tier 4 shipyard (or you go to a fleet that has one). The Fleet Galaxy X is as good as a Galaxy you are gonna get.
3. Get Danube or Yellowstone Runabouts for your Galaxy X, those are neat as hangar pets. Their tractor beams can hold a target so you can line up torpedoes and your lance. Of course you can take whatever pet you want really.
4. Forget about the cloak console, honestly. I used it and it is not worth the console slot in inhabits. Since its not a battlecloak, you can't use it to get out of combat, only to enter it. But thats mostly senseless since the X does not have the tactical BOFF seating for alpha strikes.
5. Make her a phaser build. Reason being that the lance's damage is treated as phaser, so you want phaser buffing tactical consoles.
6. Don't go dual cannons. The ship is too sluggish and doesn't have enough tactical BOFF seating for it. Go single beams supported by a Nukara Particle Converter. The latter improves all beam accuracy by 10%, which might include the lance too.
