To mitigate the "shield sucker" effect, you need abilities that increase the resistence to shield drain and such, (forgot the name, you can find it in your character ability sheet), you need also console that boost the character stat for that skill.
And avoid to get caught in between probes and spheres; especially if you don't fly a cruiser...your build look like a typical attack oriented one, when facing borgs you may want to swap damage resistance, and transfer rate for the eng department.
There is no simple solution...but to be effective, you need mainly items that are made for borg fight (and they all have a nice tag mentioning it; if you get it from DS9, it is probably good against borg :) )
EDIT: Oh that Omega vendor... I'm there but there's nothing with Borg tags.
Gear:
I like your weapon selection for the most part, a good shield, good deflector..
Swap that shield regen console for an Emitter Array(+Shield Emitters - ie. your heals); you're not running a ship that does shield-regen. If you've got less than 6 points in Power Insulators on your Captain, I might suggest getting a console here to boost it instead.
EPS console isn't really helping you that much, you can replace it - with more armor, an RCS, whichever.
Bridge:
Tachyon Beam is a terrible skill for players, it's only decent when NPCs use it. Replace it with Hazard Emitters or Transfer Shield Strength(I'd suggest the former in the case of specifically combatting the Borg).
Polarize Hull is a bit redundant with Attack Pattern Omega, but it's ultimately up to you.
I'd highly suggest dropping the Beam Overload for a second Tactical Team 1, so you can alternate them - for the extra damage and the auto shield distribution.
Replace Target Weapon Subsystems with Attack Pattern Beta - it does a lot for damage output.
In conclusion: You've got a glass cannon of a ship, it's not designed to tank for extended periods of time - it's designed to kill before it has to. Save your hazard emitters for when the Borg try to get you with those Shield Neutralizers. Gates hit hard no matter what, stay outside their 7~8km weapon range. Lastly, if you haven't invested skillpoints in Power Insulators on your captain, there's really not a while lot else you can do in that ship - Borg are shield-stripping experts and Andorian Escorts don't have a lot of shielding wiggle-room.
Those anti-borg weapons haven't been available since the reputation system was introduced. The only [Borg] weapons that are still available are the ground ones via the Omega reputation and the Transphasic torpedo launcher from the Borg/Undine story arc.
EDIT: Found them. Wow, they resist shield drain. I'm investing a lot into one of these.

If I put these antiprotons on the front of my dreadnought I'll have less shield problems.
Also, if you ever plan on respeccing your character, I highly reccommend investing ATLEAST 6 points into Power Insulators and Inertial Dampeners(resist gravity wells, tractor beams, etc.). They are two skills that are easy to overlook, but they benefit they provide by having them is quite drastic.
Bring Hazard Emitters. It should ALWAYS be your number 1 skill choice for an ensign science position because it doesn't just heal you, it also removes the dreaded Borg Shield Neutralizer. For Lt. Science, I would recommend Transfer Shield Strength 2. It keeps recharging your shields while active and can help counter the Borg's Tachyon Beams. Also. always run tactical team 1. It removes Borg boarding parties (assimilate ship) and its shield distribution effect can safe you.
As for space equipment, if you are on a budget try this until you can afford reputation sets:
Resilient Space shields with [Pla] modifiers. Resilient will only let 5% of enemy fire through your shields. This should reduce the deadlyness of borg torpedoes a little. The [Pla] modifier will reduce the damage of the Borg's plasma weapons to your shields by 10%.
Deflector wise, take the Positron Deflector. It enhances just about every defense system of your ship, depending on modifiers. Engines can be whatever you like.
Got resilient shields but will have to find some with [Pla].

The borg shield drain is cleared instantly by Reverse Shield Polarity.
The borg gear is all in the reputation system now. (except for the transphasic torp)
