And for what exactly? Without naming a ship one can't suggest a build.

Just in general for romulans: the boff trait Superior Romulan Officer (SRO) is your best friend and the reason feds and klingons are all green with envy.

Well, that's the thing. We need know the ship before we can sensibly advice you on how to spend your skillpoints as it's all interconnected.

Different skill spread depending on ship class and equipment/boffs that go into it.

Do you mean D'Deridex?

http://www.stoacademy.com/tools/skillplanner/?build=cathex_9219 (in-progress build of mine)

It's a cruiser, so it is not the optimal choice for tactical, though it can be outfitted for tactical use aswell.

Yes that is the name.

Okay, this build (in the link) is for an engineer so it isn't fully suitable. Are you a tactical officer yourself? Highly recommended you use beam arrays as primary weapons, but do you like to use torpedoes or mines in addition (matters of taste, really)?

Do you wish for a full-on offensive build or would you like a balanced version with equipment/skills for survivability aswell?

That's a solid D'D for a work in progress.

A few things to build upon it:

The valdore console is awesome, every warbird should have it. If your shields go below 90% this happens:
Gives all of your Energy Weapon attacks a 2.5% chance to heal your shields for 200% of the damage they deal. This ability is always on.

May take some time to grind dilithium to afford it but it's worth it.

Just in general some rep gear and if you dig plasma you'll love the romulan reputation weapons.
Zero Point console + experimental romulan beam + romulan plasma torpedo is a real nice set for plasma builds.
Though if you really want a torpedo I'd suggest the neutronic from the delta rep.

Also I'd replace the mines with the KCB + the assimilated console.

I am the kind of gamer that prefeers fights to end win quickly and desicively.

Allright.

Here is a Romulan Plasma build for you, not specialized but straight forward Plasma:
http://skillplanner.stoacademy.com/?build=romplas_9219

Mind you, this is mostly reputation gear so it takes a while to get all of them. For the consoles I've chosen fleet gear, let me know if those are unavailable to you, I will find suitable replacements. FAIR WARNING: The D'Deridex Retrofit T5 (and T5-U) is not free, you have to buy it with Zen (or grind dil for needed amount).

Top tips: This eats a lot of energy, so you will need to hit Emergy Power to Weapons and Energy Siphon II a lot. When facing multiple enemies, torpedo spread on this can be devastating. The Romulan Hyper-Plasma by default fire a salvo, with spread it will fire a salvo per targeted enemy....that's a lot of plasma torpedoes if used at the right time. A heavy variant (with the reputation set) will fire a single (slow) hyper-plasma torp (destructible though) similar thing to what Borg capital ships sometimes fire.

Quick summary:

Primary weapons: Romulan Plasma Beam Arrays
Secondary: Romulan Hyper-Plasma Torpedo (fore), Kinetic Cutting Beam (aft)
Equipment: Romulan Reputation + Fleet Thoron-Infused Singularity (many viable alternatives exist for singularity)

Consoles - Engineering: Zero Point Energy Conduit, 3x Fleet Enhanced Neutrinium Alloy
Consoles - Science: Assimilated Module, 2x Fleet Plasma-Generating Weapon Signature Nullifier
Consoles - Tactical: 3x Fleet Vulnerability Locator

Synergies:

Omega Adapted Borg Technology Set 2 (Cutting Beam+Assimilated Mod)
Set 2: Omega Weapon Amplifier
On hit with any energy weapon, 2.5% chance: to self: Applies Omega Weapon Amplifier:
+10 Current Weapon Power
+500 Current Weapon Power Resistance Rating for 3 sec
+500 Maximum Weapon Power Resistance Rating for 3 sec

Romulan Prototype Space Set 3 (Deflector+Shield+Impulse)
Set 2: Prototype Plasma Projectile
Passive
+17.5 Starship Particle Generator
Enhances your High Yield Plasma torpedos:
Increased Flight Speed
Increased Defense
Set 3: Capacitance Transfer
Targets Self
3 Minute Recharge
Reduces Damage to Shields by 25.5% for 15 Seconds
Enhances all energy weapons to do the following for 15 seconds
-51 shields to foe
+51 shields to self

Romulan Singularity Harness Set 2 (Hyper-Plasma+Zero-Point)
Set 2: Plasma Conductive Circuitry
+7.6% Plasma Energy Weapon Damage
+15.2 Starship Electro-Plasma System

Skill points distributed bias on the weapon systems. NOTE: If you are not planning on using your battle-cloak much, you can take all points out of Stealth. Ground side points you can do however you wish, as long it is 66000 points (which leaves the maximum amount possible 300000 for space)

True, the 'normal' D'Deridex is not that great, then again it isn't end game to begin with (T4/L30). If you really must have it, get the Retrofit T5 and even better upgrade that to T5-U.

But as I already posted on my build, that ship is not free. Pay or grind.
