- Is it good?
It's weak (they way I play, at least), but very versatile.
- How does the Tactical mode work?
It turns off all the Sci ship stuff (the 4 'free' beam attack, the focus ability, and the 4th/Commander *Sci* BOff ability slot), and gives you access to the non-replaceable 4th fore weapon slot and the 4th/Commander *Tac* BOff ability slot.
It also shows you a little animation and makes your ship look cooler (unless you use the Fed version, in which case you will spend a large amount of time unsuccessfuly trying to unsee the ship as a purple space wang).
- Do I need to get the Dyson set to take advatange of it? And where is that other ship part from the second Dyson set that I can't find?
The Dyson set is okay, it adds some good shield-based skills. But the ship isn't hopeless without it, and having it doesn't seem to make the ship more powerful.
And I *THINK* the other part is on the Dyson ship in the Lobi store. You could have gotten it via the Event rep back in the day, but I *THINK* that time has long passed.

To summarize:
It turns your 2nd-rate Sci ship into a 2nd-rate Tac ship, but (in my opinion) without actually feeling second rate.
The big drawcard (for me) is that it's a great way to get Gravity Well and Cannons onto the same ship - this isn't available on anywhere near as many ships as I would like.
ALSO: It will halve the time you spend in Sector Space (or whatever they're calling it now) - it has an innate (i.e. doesn't take up a console slot) ability to jump forward 2 light years every 12 seconds or so. This ALONE makes it worth having, esp. if you aren't going to pay real cash. Change to this, get where you need to go, then change back to your normal ship when you get there - you'll still save time!
This is all basically my opinion, take it as you will.
When it came out, I almost bought the 3 pack for the Romulans... I'm glad I didn't.
Mostly agree, but that bit about the lobi store is misleading.
The ship in the lobi store is the exact same one that they gave away during the anniversary when it came out. The "good" versions are all in the C-Store.
If you need the anniversary one for the equipment, you can now also just claim it from the reputation event store as long as at least one toon has earned one of these during said anniversary. That also means that, say you earned the KDF version, you can get the Starfleet and Romulan version that way too.
Whats the best science ship then and what does its console do
Finnaly releasing T6 versions of all the T5 Hulls after everyone had paid for T5U? Well I can't say I'm suprised, but I'll believe it when I see a T6 Fed Dreadnaught without a crooked nose.
I guess you haven't seen the last infos before I.Q. fleet shut down their leaks. Eventually we'll see a "dreadnought" 3-pack with a T6 Gal-X (which is sopposed to get a better model like the Gal & Akira), T6 Ha'apax (which gets a plasma lance), T6 Gurumba with an upgarded version of it's T5 counterpart's javelin.
Though it's kinda the same situation as with the T6 Defiant/B'rel/T'varo, we know it's coming but don't exactly know when.
