Report a translation problem
As a rule of thumb, stick with passive boosts. Most clicky abilities are way too situational or have a too long cooldown to be used effectively.
One of my favorite combos back then was the nukara 2pc (shield+engines) & counter command 2pc (deflector & core).
Though as of late I went with the full iconian set since the pieces are pretty good and the set bonuses are neat. That hot restart for weapons (on core) & shields (on shield) is handy for ships that run OSS.
Edit: I also really love the dyson shield's visual change but the individual pieces are rather lackluster and most of the set bonuses are very "meh". The 4pc is very nice but to get that you'd have to slot gear that's easily replaced with something way better.
I guess the real question is how do the rep sets compare to equipment produced through the R&D system?
Waaay superior.
The only crafted gear you should use are weapons with proper mods. Shields, engines, cores, etc. are all crap because they simply lack the mods and specialties rep & fleet gear has.
Even the "special" lvl15 R&D consoles aren't that good compared to all the fleet & universal stuff.
BTW i use antiproton so when i get a crit, along with so much more crit severity ill do90 perent more with my consoles
