Let me walk you through it. First you go to admiral Quinn in ESD or Chancellor Jem Pok on Qnos. Alternatively, beam down to new romulus command and make a right in the big atrium with the exchange and then make a left into the admiral's office.
If you haven't yet accepted the promotion mission in your mission journal, there should be a little green arrow above either Quinn, Jem Pok, or the Romulan admiral. Talk to your respective leader (one of the three I mention above) and accept the promotion mission. Then, switch instances and return to this same leader. After you've switched instances and talked to your respective leader again, you should be able to turn in the promotion mission. This will clear the glitch that occurs when you accept the promotion in person instead of through the mission journal that prevents you from turning it in.
I wanted to do what you told me, so I travelled back to Earth Docks. Problem was the admiral did not have the promotion mission for me.
So I left the docks and went back into space and suddenly, a mission that I have previously turned in showed as not turned in.
So I turned it in again and voilá - the level changed to 10 and Spock said "Congratulations, Lieutenant Commander.
So it was definitely some kind of glitch, this time I really became LC.
