A small # of ships are usable at all levels and grow with the character, but most of those are from events where you can get the ship at low levels

you can get to 40 *very* quickly if you really want to. And you can still do the story stuff; it scales to your level as you go. I actually enjoy the story missions MORE at higher level than at 20 etc. There are tons of how tos on leveling quickly and such.
Nowadays this also has the benefit of the game letting you fly T6's regardless of rank, merely the stations / console slots are stage-locked until you reach certain levels.
In essence, you can start a new recruit and fly the T6 Galaxy right away and unlock more slots for consoles and weapons as you level up.
Yes it's sneaky of them to sprinkle in the iconic ships during levelling, making them obsolete later and offering the 'same' ships at T6 rank for money, but that's how it is.
So, if you plan on sticking with it and you really love the Galaxy, you might consider straight up buying it.
There is so much to learn in this game it is overwhelming but I will take note of this one I am of level to buy a ship. Thank you.
Only Tier 6 ships can be used at any level. (Well, and Tier 1, but why?). Tier 2 ships are level 10+, Tier 3 are 20+, Tier 4 are 30+, and Tier 5 are either 40+ or 50+ (depending on the ship).
That said...
when you get to level 30, you can pick up the (base model) T4 Galaxy for free with your promotion reward, and when you get to level 61, you get a token for a free Tier 5 (Zen) ship, and although it's limited to certain ships, you can use it for the Galaxy Retro.
And, as mentioned, the T6 Exploration Cruiser can wear a Galaxy skin.
Actually, all Tier 6 ships do that, now.
As others have pointed out you're better off getting a T6 ship as soon as possible. Assuming you're an adult holding down a full time job then it's not expensive at all to just go ahead and grab one now, discount or no discount.
If money is tight and you don't mind waiting then at least a few times a year they offer discounts on T6 Ships and events that will give you 50% coupons or sometimes even 100% discount coupons for T6 ships. So it's not at all difficult to get them whichever way you prefer.
I don't recall offhand if the T6 Galaxy class variant has the TNG-Era bridge built in or not. If you want that too you will probably have to pay for it. Bridge discounts happen sometimes but pretty rarely.
Fair warning....sometimes the ship you were POSITIVE would be the only ship for you gets sidelined by some new, sexy, sleek piece of Nacelle-packing hotness. Guard your wallet well.

Note that you will not get the saucer separation console this way, in case you want in on that.
For that console, you'd need to wait for level 61 and get the Galaxy Exploration Cruiser Retrofit T5, using your final free ship token.
That ship comes with the console included and you can then use it on the T6 Galaxy / Andromeda.
