Also, if you have completed any of the colonization chains, go there and you should have a followup doff assignment which can produce a purple doff on a crit. Those are worth 27 whites (or you can break them down 1-for-3 of the next lower level at your Academy personnel officer, and also get Recruitment CXP).
Also... while this doesn't help directly... you should be running high CXP value DOFF assignments when possible, you can then turn in excess points (over Tier 4) for fleet marks at your fleet starbase. Donating those marks may help you cycle the projects, and will also generate extra fleet credits.

there are also recrutiment missions in the field, primarily in beta quadrant around ds9 ish- the south part of it.
theyre at the end of really long chains though.
one gives you cardi doffs mostly comons, 4 exchange military doffs for doffs of that race, and also rarely have a asylum mission for the usual refugee.
the trick there is to turn the commons you have via those into coloreds,
then theres 2 imo eps that can reward blues or lower doffs.
1 in the paradise lost chain after you get "LAW" doff.
the other after you get the doctor epic doff in the delta chain imo.
the last one i can think of is the one unlocked after getting the carrier pet doff from that chain. it requires carrier doffs though bc the weighting for quality and skills isnt near the carrier doff job- very hard to do and costs 100k EC at try.
although imo the fistful might be faster.
The one you get from the actual colonization chain (assignment 7/7) is blue and is one time only.
The ones I'm talking about, though, are the reward from a repeatable assignment, which becomes available after you complete 7/7.... you get a purple each time you crit the repeatable, and yes, that means you can earn them multiple times.
Note: there are over a dozen colonization chains, you can do all of them or just some, up to you. Each one always produces the same *type* of doff... for example, one always gives torpedo cooldown doffs, another always gives Aux2Bat technician doffs.

there are more missions.
one repatriuates a prisoner of the enemy main race .
then theres "instigate defection" which gives fixed doffs either rare or VR that are bound.
very nice to complement the chains which are also bound bc they got very little overlap.
the last one is 1 of the 3 ways to get rid of dominion prisoners- vorta, jem hadar.
that one has a chance to reward telekinetic doffs (vorta) or some other gamma flair doffs.
oh klings have a mission for some med supplies and food supplies for 3 refugees on a crit only.
i highly suggest using those for the asylum missions.
good chance for colored doffs.
