tl;dr : From what you wrote I would really recommend Klingon Bird of Prey(s), especially since they all have universal bridge officer slots.
I have both a bird of prey as well as a Romulan Warbird (T'varo) and the two are very similar. It is hard to compare them with the Romulan having a bit more ultility, but the way their warp core works means their overall power output starts out lower.
Warbirds get Romulan Boffs which boost damage for Cloaked strikes.
Also worth to note.. Klingons might have cloak on all (i think it all) ships, but only have Battlecloak (ability to recloak in battle) on a few. Romulans on the other hand do have Battlecloak on all their ships.
This means Romulan Cruiser ships actually do have battlecloak, while Klingon Cruiser only have Cloak (meaning can only cloak outside combat)
Regardless... of what you decide, i suggest your Romulan to go Klingon, if only for the DOFF missions and Cosmetics (The honor guard still looks the best)
But it is fun. Doing just what you "need" to do, is usually not really that much fun.
