From C-Store, I'd go for the pilot escorts. They play a little differently from others because the maneuvers ability, can be quite tough when needed.
AFAIK the Mercury is currently the best option, thanks a a Commander Pilot/Tactical slot plus a Lt Commander Tactical.
5 Forward facing weapons, 2 rear slots.
For KDF and Romulan it can be a bit more muddied, but generally you want to look towards their "Pilot" ship.
However, the "free" ships can be almost as good, and with the right gear/skill/player experience, the differences become less pronounced.
As for the "best" escort, typically I look at bridge officer seating first.
Commander and Lt. Commander tactical seats are good.
At least one of either Lt. Science or Lt. Engineering are useful. Both would be better.
And as many tactical console slots as possible!
Also, if you are tempted to get a store ship, often those ships have fleet-versions that are better still, but they are only available from a high-enough level fleet, and you will need fleet modules and fleet credits to get the ship, but the modules are available from the exchange, and fleet credits are easy enough to earn, usually.
But you don't necessarily have to spend money to get a really good ship.
The Jem'Hadar is an Intel Ship, and comparable to the Phantom Intel Escort. Of course the Lt Com universal (which doesn't apply to Command/Intel/Pilot) slot is nice, which in theory allows a Lt Commander Pilot, a Commander Tactical and a Lt Commander Tactical, but you'd be flying without Science abilities then. And i know i am biased, but i wouldn't want to fly an Escort without any of two Polarize Hull, Science Team or Hazard Emitters.
Also i don't really find the Intel skills all that useful to a pure escort. I love intel for my science barge, but on an Escort?
And skills like Lock trajectory in the Pilot skill set, allows you to pass the enemy, lock trajectory turn 180 and speed away from it 'in reverse' keeping your 5 main guns firing. And once the ability ends, you can do another fly by.
If Intel would have an ability to do a 'picard' maneuver that brought you automatically into the rear arc of your enemy, then yeah... but Intel is mostly support stuff, debuffs.... It has Energy Weapons: Surgical Strikes, which give up to 30% crit chance, but at the cost of firing speed.
Where as Pilot gets the ability to summon fighters, increase evade and even has a weapon haste.
Now mind you, i am not saying the Jem'Hadar ship is bad.. its a really nice ship, but if we talk pure escort.. i think the Pilot Escorts take the cake and eat it.
