That is: "pathping patchserver.crypticstudios.com" (runs for about 5 minutes)
Should give you some idea where along the route packet loss occurs. If it's somewhere in the "middle" nothing you or Cryptic can do about it. If so, you can try using one of the proxies available in launcher options.
Ps. It is likely there will a few hops with 100/100 packet loss, but that is cause because that particular hop doesn't respond to ping at all....if you see something like 30/100 packet, there's your problem.
Which is that the hop route path you take from point A (you) to desired endpoint B (STO) and the return path route back from the endpoint B (STO) back to point A (you) isn't always going the same hop path of servers from the endpoint back to you... Which is known as asymmetric routing, which happens when packets move between networks (ISPs)
Also that the traceroute and pathping tools will only show you details on your server hop path to the target endpoint, and not what the return path was from the endpoint (the IP Servers), Pathping will include any latency times and such in the final results of a pathping that was encountered along the return path..
So if the numbers aren't "adding" up regarding the latency times you see from your hop list and and total amount when it's finished computing statistics, then there might an issue with a server along the return path from endpoint...
Here is useful link about understanding how pathping works..

I'll also toss in a link about the Traceroute cmd too for anyone seeking enlightenment..

Reboot your router/MoDem.
Turn off on-demand patching.
Failing that, wait a few hours, there's probably a downed line along the path.
Also when a new mission comes out, its not uncommon for the server to struggle a bit due to all the player community trying to play at the same time. The slowdown as a result sometimes triggers the 'server not responding' counter. If thats the case, take a couple of days off.
Ingame events always have a little breathing room for days off.
what ever it is is not only his problem but mine as well and it doesnt matter on which version of STO i play. when i play on steam it happenes and so does it on ARC as well (mid TFO im TPing around then server not responding, then more TPing around and so on)
my hardware is fine (tested it enough with other online games and STO is the ONLY one doing this two im connected directly via ethernet to my router)
i've been digging around and the pathping cmd revealed that there are 3 100% losses and 1 more 100% at "akamaitechnologies" what ever that is
Akamai Technologies is a CDN company (Content Delivery Network), and has one of the largest network caching server networks on the internet...
Does running both a Pathping and a Tracert both show that you have 100% packet loss with Akamai? or does only the Pathping?
You also should take into account that not every server on your Hop-Route is set to respond to a ping request (which would show as 100% Loss or Request Timeout to you)..
Akamai is also "known" for lagg in MMO games as well.. Could be them, Could be STO, could be your network LAN cable(s), or it could be your Router(or Firewall) and how its networking is configured (IE your router On-device TCP/IP configuration)...
Akamai uses the same 80 & 443 ports that STO uses, but they also use s STUN UDP 4378 Port for many online game/apps traffic.. So you might wanna check and open those on your Router.. 'Could' help with your lag "issue"...
so i dug deeper into this topic as well and i came upon that its 1 with both with tracert and pathping.
but i came upon a reddit post from 6 months ago (https://www.reddit.com/r/sto/comments/1g1cthr/connection_issues/) where it says to enable proxy in the launcher which i did and then it was gone suddenly so yeah
