As a fleet develops its holdings, it gains "Fleet XP", thereby increasing its "Fleet level". This is advanced one level for each tier a fleet holding or one of its departments being upgraded. For reference, having reached the maximum tier of the starbase, the embassy, the dilithium mine, the spire, and the research lab (including all their respective departments), a fleet will have achieved level 56.
To clarify previous answers, it's entirely at the whim of the players leading your fleet. You can donate materials worth $100 USD and if they don't feel like promoting you, you don't get promoted, and you don't gain access to fleet gear. They can also temporarily promote you, then demote you whenever they feel like it, such as when a new holding opens and they only want them and their friends to be able to buy the new gear first.
In short, it's a bad system and you should never donate dilithium or energy credits to a fleet, unless you personally control the fleet. Otherwise you're basically giving real life money to a stranger and crossing your fingers that they do a favor for you someday. Even if they treat you well initially, they can sell the fleet and the new owners can demote you to give preference to their own cronies. Only donate worthless things to fleets, like fleet marks and expertise points.
