Console Stacking With Diminishing Returns
I have a question, and I've not been able to get a straight, simple answer. I have a ship with four tactical slots (a Federation Galaxy dreadnought) I use phaser arrays and nothing else, save for a Borg cutting beam. I also have shuttles which likewise use phasers, and the phaser lance that comes as part of the Galaxy dreadnought).

I have three fleet tactical phaser consoles....they're the vulnerability consoles. Two of them are the exact same item (critical hit chance, as I recall)....the third is the other type of vulnerability console (critical severity).

I know there are diminishing returns for using the same type of console over and over. Would it be good to use an entirely different type of console, like a Phaser Relay, or a Directed Energy Distribution Manifold?

I run this ship as a beam boat, shunting auxiliary power to the phasers in order to maximize my power level in that particular system. I periodically turn the ship to face the enemy so that I can use the phaser lance, but most of the time I'm presenting my ship's flank to the enemy so that all phasers can be used at once.

You are mistaken, there are diminishing returns, but Vlocators are still the best consoles to use in tac slots. Id keep your tac consoles exactly the way they are, and never use a Phaser Relay or DEDM.

DEDM consoles are used when a player wishes to run whats called a "Rainbow boat," which is the use of more than one type of beam weapon. For example, running a Disruptor, Phaser, and Polaron beam setup. There is no advantage to flying a "Rainbow boat," and these setups objectively do less damage.

Phaser Relays are just cheaper versions of fleet spire phaser consoles, you'd use them before you acquired enough fleet credits to buy Vlocators.

The only kind where diminished returns really start to hurt are resistances, aside from that stacking like there's no tomorrow is always the best option (if that stat has a point at least).
Like ElusiveOneN7 spire tac consoles are the king of their kind and shouldn't be replaced by anything unless it's part of a very specific build.
Unless you're flying a sci ship it would be waste of sapce not to stuff your tac slots with them.
