Make sure you are following the quest tasker directions and check the mini map and map for a circle that shows where you got to go. You have to get close to objectives to get the Interact button you see on your screen, then you can click " F" key or click button with mouse.
Read the mission details and the tasker for directions and important information that you might be missing. Check the STO forum and wiki and google for a walkthrough of that mission to determine if you are not doing the mission correctly.
There are serveral bugs that occur with the tutorial missions that happen sometimes where the programmed events don't happen or are missed by your game client. You could try just quiting STO program and relogin to that character, maybe that will clear the problem but might not work.
You might have to quit and reroll a character to get passed the bug condition in the tutorial mission. If you have a bio that you want to keep in a character that you have to reroll then highlight it, Copy and paste it in a text doc on your computer, and while on that character type in chat "/gensendmessage tailor_root show" and save the outfit.. once you done that, Kill the faulty alt and make a new one.
Don't spend a Long time in the character creator, designing your character and writting your bio. Once you get out of tutorial, you can tailor your character and write your bio you had in mind.

If you are in any instance mission and think you have a Bug stopping you from completing that mission, try the following tips:
1. Read the mission details and the tasker for directions and important information that you might be missing. Check the STO forum and wiki and google for a walkthrough of that mission to determine if you are not doing the mission correctly.
2. Beam out of mission, then continue the mission at the place you come back to.
3. Beam out of mission, Drop that mission, pick that mission and try again.
4. Beam out of the mission, log off of STO then log back into STO, then continue that mission. Maybe also try rebooting computer and router at this point. Many problems like this with the game stem from poor or faulty Network connection between your computer and the game servers. Check and troubleshoot your network connection to the game servers.
5. Beam out of mission, Skip that mission if it is in a chain. Check the bug forum and google for a workaround or if it is known bug. Report the problem in a bug report? Try that mission again in a month or two.
http://www.arcgames.com/en/forums/startrekonline/#/discussion/comment/12797669 < I skimmed through this discussion thread and was able to figure out what to do (when in doubt, just exit out of the game and restart).
https://www.youtube.com/watch?v=_t6VntMeQ9s&feature=youtu.be < This was the youtube video I watched. Just skip through to where you need to watch and you should be good to go!
I hope some of this is helpful... Enjoy!

One suggestion when restarting/reloading is go immediately to your key binds (press Esc, then Options, then Key Binds) and be aware that there are 2 modes, RPG Mode and Shooter Mode. But set them both for "Ground" areas so its more streamlined for you and for that first mission it may help.
Agree, the one place you don't want a bug is the first mission of a game that's a tutorial mission of all things... but honestly have not encountered any other gameplay bugs since then. The learning curve in the first few hours is quite steep, but once you're passed it, there's a lot to do and enjoy. Not spent a penny myself, very happy with what I've got for a "free game" mode.
