I have just joined a fleet. This fleet has a tier 5 fleet shipyard. My rank is fleet admiral lvl 60. I Can't buy a new ship because I have the required rank, I have the right amount of fleet credits, and my fleet has 686 military fleet ship provisioning. I can't have a new ship and it say's: I do not have permission to buy from provisioned fleet store? What am i doing wrong?

That means you are not high enough rank in your fleet to buy said ship. Usually you can unlock the ability to buy from fleet stores in most fleets after donating to said fleet and being in said fleet for a certain amount of time.

Correct, your character rank and fleet rank are two different things. Have to ask your fleet officers what you need to do in order to rank up in fleet.

Fleet rank doesn't have anything to do with buying ships, however, fleet modules are big. It's generally 4 modules for a T5 and 5 for a T6.

Well, you have to have the appropriate fleet rank in order to buy ships, as fleet ships are part of the fleet stores.
