You can start R&D research at level 15.
I suggest only do One character as crafter, if you have other characters, they send materials to your desinated crafter. You can develope all the Schools to level 20, but everyone suggest stopping at level 15. There is no crafting station. If you have all the old data samples, you can convert them to new R&D materials by right clicking them. Items can be crafted by opening the Duty Officer interface and selecting the "R&D" tab. Selecting a school reveals a list of craftable components and items. Selecting an item allows players to configure the mark of the item and the variation (e.g. Energy type for weapons). Components required depend on the parameters of the item selected, with higher mark items requiring more components. Duty Officers of varying specialisations are also required to initiate a craft. You can start leveling up your schools by going to the bottom of the list and pick the Research Project for many hours and a few common RnD materials. You have to have Research Scientists to do R&D projects.
I do the same for my alts, and I have no problem keeping them stocked with the best craftable gear... until they hit Captain. Maybe I'm not dedicated enough, but it gets ridiculous, wether you make lower end gear to upgrade or just craft the higher end stuff right away - which I do not recommend.
Because when you craft it low level, then upgrade, you get to play around with the raritiy additions first to find the ones you want, and it's not too painful to have crafted unwanted effects. If you flat out craft XII gear and the added effects are crap / not the ones you want, you lost a lot of good and rare resources in one go.
On the other hand, upgrading gets expensive af too after a while.
However, to get from lowest craft mark II to VI "only" takes one superior tech upgrade which comes at around 200k +/- a few EC, and you can even craft those yourself when you get to 15 or 20 in a R&D category (I think, not sure if 15 or 20). After that it gets progressively more expensive, especially the Dil cost can break your neck if you are not careful.
That's all just my 2 cents of course.
But bottom line, it's another scheme to take your dil away if you plan on crafting high-end gear.
Think carefully before you do things there, is my advice. Can definitely be worthwhile, but know what you do first. And then RNG gets in the way and eats your dil if you really want Ultra Rare or Epic gear.
For keeping your alts stocked with good gear up to a certain level, it's absolutely useful, though.
Brits who like to trash on Americans for spelling things different for seemingly no reason, ought to keep in mind that American English is a development from a form of proper English spoken in colonial times. In other words, it's an extension from the same thing they were speaking and writing.
