There's two proxy options (EU/US) in the launcher settings you could test (gameplay proxy though, might not effect the actual download).
- Use the troubleshooting compatibility options in Windows OS.
- UnCheck On-Demand Patching. Just turn it off, period.
- Maybe remove your anti-malware program and use Avast Free Anti-virus, it has a game mode. You really should not be using paranoid paid anti-malware programs on your gaming computer, and you should not be doing important financial or privacy matters on any gaming computer. Windows 10 firewall and Defender is also ok. Using Malwarebytes anti-malware as a backup scan and fix.
- Make sure all the game's exes are in your PC's Firewall exceptions.
- Make sure your anti-malware program active defenses is not interfering with the STO game files.

-------------------------------
- Force the use of Direct3D X10 in the STO launcher by entering in the Command Line of the launcher Options, type " -d3d10 "
- Running STO with Direct3D X12 is causing problems with many users. Try it but change to DX11 when you have any trouble. " -d3d11 "
- At the comand line, type " dxdiag " and run the dxdiag tool to check your DirectX version and function. You might need to get a DirectX install file from Microsoft website. There is a DXSETUP.exe in _CommonRedist folder inside of the STO folder.

- Many problems with the game stem from poor or faulty Network connection between your computer and the game servers. Read the sticky thread on the official forum, "Read this before Posting to STO Arcgames forum."

To get deep into troubleshooting your STO game. >
Go to the directory you have Star Trek Online installed in your computer.
Go to Star Trek Online.exe and make a shortcut.
Go to the properties of the Star Trek Online shortcut and add at the end of target the following:
-console
Or you can put -console in Set Launch Options in the General tab of Properties of the STO link in Steam game list.
Afterwards, start up Star Trek Online. A command prompt console should come up that will bring up what is going on as the game runs that you can copy and paste to a text editor.
- Look in the Star Trek Online directory, there are individual log files that are produced each time there is any error during game run and stored there in the top > ERRORS_year-month-day_time.txt, PACKET_year-month-day_time.txt, pct_year-month-day_time.txt (patching?), debug.txt ,, There is a folder Logs in the Star Trek Online directory that has log files also.
I'm in Texas.
Malware check
Administrator check
Firewall check
Patch on Demand deactivated
Instilation is unlike any problem I've had before. It will download 200 megs in 10 seconds then it will just stop and do nothing for hours. I'll try a couple other things and check those links to see what's going on.
It's an issue with the Game Launcher which is independent from Steam. Steam only downloads the launcher and the launcher itself gets the actual game files.
Probably trying to figure out where the bottle neck is trace routing to patch servers might a good place to start.
