Im not in love with the tempest. Its okay I guess, but it doesnt really do anything that another ship doesnt do better. I feel like if you wanted to go that route, try getting your hands on the xindi lockbox escort. Buy master keys and sell them on the exchange. Its 5 tac consoles like the tempest, but 5/2 unlike the tempest, and you can set it up with 2 Lt. engineering stations if you wish. Or the fleet armitage. 4 tac consoles but it has a hangar bay and a ltc engineer slot.
Just dont buy the Galaxy.
The Tempest is a quirky little ship. You can run it like a traditional escort with DHCs, or you can run it with Aux2Bat and a Beam Array setup, or something inbetween the two. The aft tailgun gives it a little extra punch in a direction most ships don't - which makes it great at performing strafing/'bombing' runs. The console it comes with is actually quite powerful and works wonders against clustered targets - just don't try to use it on cubes and other 'massive' opponents(it causes them to 'jump' around in strange ways).
They're both good ships, but they suit a more 'all-purpose' playstyle. If you're wanting to perform a specialized role, you're better off with other ships. I'd probably suggest the Avenger over the Tempest for an Engineer; you'll get better returns out of the Comm Array stacking with Nadeon Inversion and higher hull strength. Also, I highly suggest investing in the Engineer-Trait that procs on Emergency Power to X activation, if you haven't - power generation and drain resistance is the name of the game as an Engineer.

The Fleet Advanced Escort(Prometheus) and Fleet Tactical Escort(Defiant) also get 5 tactical console slots(like the Fleet Tempest), but it really comes down to how you want to setup and fly your ships.
Really, the Federation has a lot of nice Escorts that are for the most part interchangeable. It really just comes down to your preferences. If you're looking for more damage, your bridge skills, doffs, and traits play a larger factor; likewise for survivability.
