Aside from the real world concerns (rights about IP and parts of it, fees etc) it would be a huge effort on their part to create something that works well with dozens of ships (unless you'd be ok to go with the lazy "parade" we get now and then with a dozen or so ships just floating there). More importantly, it would be something that the majority of players visits once, maybe twice, and then just go on ignoring for the rest of their lifetime.
Personally, I'd rather have that effort / time / resources poured into making something out of ship's interiors which are already in the game but are extremely lacking in every department. Heck, put in a couple of mini-games, something that can be done with your friends and fleetmates... literally anything would be better than what we have right now.
If they added a static museum somewhere and added just a little bit of nostalgia to it I also think it could actually lead to sales of bridge packs and stuff as well. Uniforms too if they were to have holographic crew on them as well.
To add more purpose to it, it would be sweet if they had simulator missions, sorta like how they did those Discovery era missions.
You would essentially reinact events from the series/movie the ship was in. Your captin would even look like the character through holographic projections. So for example, you would play through Undiscovered County as Captain Kirk for the Enterprise A. Or you would play through the events of The Best of Both Worlds, Generations, and the ending of Picard Season 3 on the Enterprise D.
This would not only include the fleet museum but also allow you to play through those iconic events in STO.
remember that anything not getting them money needs to either attract or retain somewhat affluent players.

maybe something usable for missions and then sold, hm we have no non bridge interiors to buy anyway yet?
