Flagship distress frequency transponder always offline

Sorry to bother you guys with what is probably a silly question...
My flagship distress frequency transponder is currently equipped to my Sovereign class (but I tried equipping it to my Emissary class too) and no matter how much damage I take in PvE, even up to complete destruction of my ship, the button for the flagship distress signal always stays inactive.
The Delta Alliance transponder always worked, but I suppose it just operates differently.
Seeing all those Odyssey class ships everywhere in social areas, I presume there's a way to summon one even without having one's hull below 50%.
So, it's clear I'm missing something here, the problem is... what is it?

With a certain Command skill, you can use Fleet Support at 100%. https://sto.fandom.com/wiki/Trait:_Command_Frequency

Thank you, problem solved!
At least partially, for now.
I still had to invest any points in Command Officer, I now spent 21 points in it and I can now call the Enterprise together with another ship in combat. It'll take some time ti fulfill the other two conditions, but now I know where to set course for.
