Personally I think most ground weapons can be very powerful when upgraded to Mk15 gold. For example the Romulan Split Beam Rifle is easy to obtain from Romulan Rep and very good, especially with a Romulan character with plasma bonus.
Another example of powerful weapons which are/were relatively cheap are the 2399 Phaser Rifles. Their high rate of fire has a strong synergy with the Covert Assault Drone kit module.
Seven's Dual Tetryon Rifles also a good option and being a mission reward.
Well, it comes down to what you mean by "most powerful". The Boolean Cannon probably does the most single-hit damage, but it hits one enemy and has a very slow rate of fire - that's why you don't see people using it all that much: you're usually facing groups of smaller enemies where you want AOE damage and/or a fast rate of fire to deal with target cleave.
If you like the style of weapon the Boolean Cannon is, then the Portable Phaser Cannon is probably the best weapon of that type. Faster rate of fire while maintaining quite high single-target damage, and providing a DoT.
My personal favourite is still the Herald Antiproton Staff, which has a very fast rate of fire and chains to two additional targets. The chaining mechanic means you don't need enemies to group together to be hitting more than one at a time. As it is antiproton, it triggers the Tenavik's Council ground trait (additional Antiproton DoT). It melts groups of enemies.
Mr. Vup's Pistol is another star - it is a short-ish ranged shotgun blast of phaser damage that has a very, very fast rate of fire and provides pushback/knockback.
Certainly the Thompson Machine Gun is worth having, but its not great as a general weapon.. it just happens to be the absolute best weapon for dealing with borg.

That said I will say it seems like the TR-116B has been nerfed.
