I accumulate the Salvaged Technology.
You can also use a mountain of credits to buy it off people who craft the stuff. Learn what minerals go into crafting a single ST and then price it at 20% over your cost, sell on exchange. Buy more minerals craft a ST and then continue. If exchange prices rise follow that up.
Eventually you will accumulate so much profit that will make it possible to simply empty the entire Exchange of ST if thats what you want.
Phoenix boxes tokens can be traded for tech upgrades (about 15k upgrade points and no dil required to upgrade per phoenix box tech upgrade)... 40k dill for the 10 boxes version can usually net you about 14-15 tech upgrades in total if you convert any very rare or ultra rare tokens you get into rare tokens (a single ultra rare token will convert down to 4 rare tokens, very rare tokens convert to 2 rare tokens) that you then use to get the tech upgrade items from the phoenix box store (in the rare tokens tab, at the very bottom).
Seems like the most cost / time efficient way for upgrading something quickly outside of upgrade events etc.
In fact, they got me so good with this, I don't upgrade with anything but phoenix tokens anymore, especially since everything else one should already have or isn't worthwhile from the selections.
A few upgrades to epic later, install those. Then upgrade the next months batch.
The crazy thing about playing the game enough years you run out of stuff to upgrade and now buy slots to get more characters or ships to install upgraded stuff into. Theres no bottom or end to the game.
I have not used ST in years. Several times a year the Phoenix Upgrade Event is double the rate.
When anyone in game has a "I Need to.." get something to upgrade anything it might as well be phoenix. Anything else is a waste. It does not upgrade enough and its too expensive upgrading using dil.

Superior Experimental pack = 12800 tech points/1885 DIL cost
Phoenix Upgrade = 38400 tech points/0 dil cost
Now, it WILL cost you 4500 DIL to get the Phoenix, but still 1000 DIL cheaper than using three Experimentals for the equal amount of tech points.
And you are GUARANTEED a minimum of one upgrade pack, could be much higher if you get lucky...and if you get really get lucky just get that shiny ship instead!
Event only means you can earn the free ones.
You can buy/use Phoenix any time you want.
Ps. Updgrading your build en masse should be done during an update event though.
