Cardassians are a playable race in Star Trek Online for the 25th century Starfleet and KDF factions; however, they must be unlocked from the Zen Store for 1000 Zen. Purchasing playable Cardassian race also unlocks common Cardassian bridge officers purchasable from any bridge officer vendor, and the Cardassian uniform.

Gain a stack of Recalled Tactics once every 5 seconds during combat
+2 Accuracy Rating per stack (5 stacks max)
+2 Defense Rating per stack (5 stacks max)

Sorry, can't give a link, can't find anywhere that has all of the info in one place, but...

The zen store (in game) offers, as separate purchases, the Cardassian race unlock (1000 Zen) and three Tier 6 Cardassian ships (3000 Zen each).

However, both the Cardassian bundle (6000 Zen) and the larger Gamma Vanguard expansion bundle (15000 Zen) include the race unlock, all three Tier 6 Cardassian ships, and a bundle-exclusive Tier 5 Cardassian ship.

(the Gamma Vanguard bundle includes the entire Cardassian bundle, plus four more Tier 6 and 2 more Tier 5 ships, all Jem'Hadar themed, three bundle-exclusive Jem'Hadar bridge officers, and a few other things.)

(And as a special throw-in, you receive four purple quality, infinity mark, Spiral Wave Disruptor Beam Arrays dropped to inventory, once per character, when first claiming the T5 Cardassian ship.)

Any purchased Cardassian content can be used while playing within the standard Federation and Klingon factions. The ships (but not the race) are also available for the other four factions.

Considering what you said above (about not liking the fact that the Jem'Hadar start at level 60)... my advice would be to get the Cardassian bundle (6000 Zen).

I want to be like legit damar, but would be good if had more races playable an with ships like the ferengi an cardassian an maybe more, sto is a fantastic game but could be so much more

Cardassian and Ferengi ARE both playable already (though they do require purchases to unlock).

Do you actually read the responses in this thread?
