Working fine over here.
a) the game isn't actually on steam.
b) I would advise checking to make sure it didn't unslot your traits or consoles... it may be that the abilities aren't working properly because it unslotted things and crashed your stats.
c) I haven't checked feedback pulse, but I was playing science earlier and Gravity Well, Very Cold in Space, Destabilizing Resonance Beam, and Tachyon Beam were all behaving as I expected.
Have you tried combat? Most targeted skills need, well, a target, otherwise it's greyed out.
Mentioning this just because the only skills you actually name among your "almost all science skills" are target dependant.
As for the game being on steam or not... yes there's a launcher... but I've seen other games where the devlopers see Steam as their primary distributor, and actually respond in the forums... STO is very definitely not that.
But the fact that several of us are saying we're NOT having the same issue should make you think.
Instincts, I should listen to them more.
OP's clearly on a mission to be upset about something that can't possibly be user error, because that would make the initial rant be super embarrassing.

Then put another 1000 plus hours into the game since said review, and i was instantly reminded of the scene from Generation with data and the drink.

All while one is using GW3 with capped control (400), which should pull all enemies in a 12 km radius.
Only happens in Battlezones, when there are more players (for example Badlands "Endfight"), never happens when i am alone - an episode for example.
At some point they tried to limit the amount of damage and effect people could have on enemies in order to prevent excessive performance from players... and they did so in some of the dumbest possible ways.
Not infrequently, you won't be able to deal damage to, or significantly affect enemies until you close to within 10km of them, even if you have the ability to damage them at a longer range (large GW, long-range cannon from lobi store, etc). You might see it say you're getting criticals on them, but no actual damage numbers show up and their shield/hull bars don't drop.
High AOE damage can sometimes be ineffective until you target an enemy and hit them with a single-target attack, at which point further AOE damage works just fine.
The limitations can be very annoying for certain builds, such as highly mobile science builds or carrier builds. It eventually gets very easy to do almost exclusively AOE damage, which is when you start to notice the arbitrary limits.

I just meant that the ability to pull targets, which is a 12km (maximum) radius with 400+ control, sometimes won't pull them towards the anomaly until they die before.
That was different once and at "full" control with Gravity Well 3, everything would move instantly towards the gravity, when in range - when not in range, you do not the slightest damage - so one will see if the target is really in range of an anomaly.
