You also need to be in a fleet that has a sufficiently advanced starbase for the ship, and that fleet needs to have... forgot the correct term. Enough "slots" or markers so that you can get the ship, though that is your smalles problem (advanced fleets generally have enough allowances for ships)
Edit: Yeah, as Vellari says, usually 4-5 modules unless you own the Zen store ship.
The higher tier the ship, the higher the level of the starbase needs to be in order to buy it.

I'll fly my Sarr Theln mostly because I like flying my pure carrier. No random person over the internet can really stop me anyway. Also being said, I don't bother with difficulties above normal because I generally don't care to do them, so don't really bother with improving my build in order to play higher difficulties, which is probably why I'm fine with flying a full-fledged carrier. So, meh.

I also have orion raider pets, just because they steal stuff.

And I agree with Pavel of course - when OP wants to play a carrier, then that's their buisness.
To get people to spend money they will have to release something overpowered.
Therefore a (liberated) Borg faction is nothing unimaginable.
Full faction unlikely, but a liberated Borg race already exist for lifetimers...(has been for years).
