Generally with Escorts, you want to do as much damage as quickly as possible.
They are fragile so they can't take much punishment.
From my own experience (never flew the Prometheus, so no idea about the BOFF slots), I like to have one Science Team and one Transfer Shield to keep my shields up during longer engagements. One or two Eng healing buffs can't hurt, either.
Your tactical skills should obviously be geared towards your favorite weapon, I choose cannons over beams for Escorts, but both are possible. Since Escorts have more Tac slots, one or two torpedo spreads or High Yields can't hurt. If it has the ability to also have a BOFF use Omega III, maybe think about that, too.
Since Escorts tend to be fast and highly maneuverable, you want the heaviest front-pointing weapons (Dual Cannons or even Dual Heavy Cannons), and in the back slots you would want turrets. That way, your Rapid Fires and Scatter Volleys affect all your weapons (except Torps, obviously).
For consoles, it's again a matter of choice. Tac slots should obviously maych your weapon energy type. I like phasers, so I obviously fill the Tac slots with phaser-enhancing consoles.
For ENG consoles, I like All Damage Resistance, since you generally don't need turn rate boosters.
Sci slots should obviously have shield enhancing consoles.
So when you come in for your attack run with your Attack Pattern buff+Rapid Fire+whatever else you can squeeze in, your damage goes to insane levels, and with the right setup there isn't much that can withstand you.
All that is just MY personal way of using Escorts though.

cannons have higher dmg but only 45 arc
you can make beams work (i have) just say energy type and i will come up with build in like ten minutes
those are plasma weapons so ultimate goal would be to get romulan rep weapon set but for now you equip what you have from those biomatter with some cheap plasma torps from exchange (if you don't have go on some foundary ec farming) for good cause.
best would be to get romulan reputation space sets add some sci consoles from fleet embassy which boost plasma dmg
as far as boff station go :
commander tactical : attack pattern omega 2(3 if you have or can get it),beam fire at will 2(3 if you have or can get),beam overload 2, tactical team 1
lt commander tactical: torpedo enhancement lvl 3 (spread or high yield [up to you]) torpedo enhancement 2 (the one you didn't pick as 3), subsystem targeting (what you like [best shields or weapons]) 1 or extra tactical team 1
lt engineering: reverse shield polarity 1 and engineering team 1
lt science: hazard emmiters 1 (for cleaning some nasty debuffs and HoT) and science team 2
ensign science: polarize hull or transfer shield strength
